It should work with inputs like web pages, plain text files and PDF files. However if it's worth it, results-wise, I wouldn't mind manually doing a copy paste of the content. Not having particular constraints on text length would be nice but not mandatory. Practically I'd be using it on English text only. The output format isn't particularly important, the preferred target is MP3. Ideally, for privacy, I'd like the tool to be usable offline. Nonetheless, since I'd be using it on publicly available content, this too isn't a particularly strong constraint. I'm fine with paying. Output quality is what is most important to me.
